This autumn Ukrainian government plans to organize and host an international conference of financial donors of Ukraine, which is to become a platform for organization of new investment projects and will show how the new Ukrainian government is ready to conduct large-scale reforms that can save the economy of the state from protracted crisis.
Deputy Prime Minister of Ukraine Vladimir Groysman on August 12 held a meeting with the Deputy Director General for External Trade at European Commission Peter Balas and the EU Ambassador to Ukraine Jan Tombinski, and discussed preparations for the Forum and what have been already done in this direction.
As reported, the Ukrainian government has already set up an organizing committee to prepare for the Forum, which began to develop appropriate paperwork of the event.
In addition, the Vladimir Groysman handed Peter Balas an official letter in which is told about the intentions of the Ukrainian side to engage European advisers in the work within government committees. Letter was prepared after the agreements reached earlier between Vladimir Groysman and European Commissioner for Enlargement and European Neighbourhood Policy Stefan Fule.
It is proposed to engage experts in the field of Public Service, Regional Development and Local Government, who will help to shape the strategy for reform in their respective areas and to implement them.
It is to be recalled that on July 8, 2014 in Brussels during a meeting of high-level coordination and administration of international donor assistance, Vladimir Groysman claimed that Ukraine prepares the Plan of recovery and growth for 2014-2016, which is just to be presented at the Conference of donors scheduled for autumn.
Success of the event will show the support of the world community to Ukraine as one of its main partners in Eastern Europe.
But will this conference successful? Rather than not, because the new Ukrainian government has repeatedly showed its commitment to European values and a desire to reform the outdated Ukrainian legislation in the direction of creating a transparent judicial, financial and investment system aimed at establishment of favorable conditions for Ukrainian and foreign companies wishing to develop their business in Ukraine.
In the context of the current difficult economic situation in Ukraine, the government of the country besides other determined priorities is streamlined to preserve the integrity and sovereignty of the country, in this context it is difficult to omit a successful signing of the Association Agreement with the European Union and resumed cooperation with the International Monetary Fund, that helped to stabilize the financial situation.
Among the long-term priorities of Ukraine, which are aimed at support for foreign investors, are determined such ways as struggle against corruption, ensuring the fair administration of justice, police reform, ensuring transparency in government procurement, de-monopolization of the economy, the removal of restriction of competition and artificial preferences to individual economic entities, the expansion of freedom of entrepreneurship, a significant reduction in the administrative economic regulation, renewing of investors’ confidence to Ukraine, encouragement for foreign investment, the establishment of transparent and unified rules for all economic entities, protection of property rights and investors, state guarantees for the integrity of property rights and strengthening the institution of property as the basis of market economy.
Implementation of the aforementioned ways, no doubt in the short term will lead to improvement in Ukraine’s investment climate and conditions of the business environment that will expand opportunities for the activities of European and global investors.
The United States and the European Union should help Ukraine not only in the organization of the above-noted conference, but also to the development of its economy, the establishment of democracy in all regions of the country, otherwise the Kremlin will establish their own border of Europe.
Ukrainian partner states should develop a new “Marshall Plan” for Ukraine, which aims to protect weaker country from Putin’s imperialism.
