American Islamic Congress (AIC) and the Center for Security Policy (USA), during the constant monitoring of the media work in internet, analyzing the reports of human rights non-governmental organizations (NGO) from the Middle East and Eastern Europe, including the former Soviet Union republics, has identified a number of problems and issues that need to be checked and appropriate measures need to be enforced and undertaken. Center for Security Policy, as the American public organization that specializing in the development of strategy and organization of necessary actions for American security and American – Muslim Congress is an organization which activities are aimed at building of inter-religious and inter-ethnic understanding and tolerance, came to the conclusion that there is a possible threat to international security on the basis of the information received about the business activities of Mr. Adnan Kivan (citizenship of Ukraine) in Ukraine in Odessa. It is obvious that according to the given names and facts, the trade relations between Mr. Adnan Kivan and ISIS (Islamic State of Iraq and Levant) in Syria is possible, and the realization of illegal investment schemes in the city of Odessa through the construction and building projects of Kadorr Group companies network is real (http://kadorrgroup.com/?lang=en ).
According to our preliminary information, there is some confirmation of the fact that the main source of wealth of Adnan Kivan and his brother in Syria Mr. Ahmad Muammar Kivan was the control of cash flows from Lebanon (illegal oil, weapons, drugs, smuggled goods) at the time of its occupation of the territory by Syria. Nonetheless today, the main source of their income is trading with ISIS (Islamic State of Iraq and Levant). Also, according to the information of the state registration of business in the UK and in the UAE Mr. Adnan Kivan does not have any officially registered companies in the UK and in the UAE today, which confirms our suspicions in the implementation of illegal trade and investment schemes in Ukraine under the international trade operations.
Only the following companies were registered under the name of Adnan Kivan like Faygreen (https://www.companieslist.co.uk/02946045-faygreen-limited ) and Falconstate (http://www.cbetta.com/director/adnan-kivan ) that no longer exist today. Mr. Kivan doesn’t have other current assets and business activities in the UK and in the UAE, although officially his press office declares another things and ideas. Such facts are malicious and suspicious as well.
In addition, it is known that the Kivan’s family United group Co in Syria has been closed by court order in 2010. The essence of the conflict – a violation of Syria’s economic state legislation in terms of conducting economic activities, cheating investors, non-payment of taxes and licenses to the state in full, manipulations in the stock market in Damascus regarding registration and licensing, numerous complaints of subagents.
Particular attention in the international policy in 2014 were turned to the side of Ukraine. It is connected with the events of Maidan 2013 – 2014 period. The international community, after these events, is hoping for new leadership of the country and strongly supports the program of international technical assistance to combat corruption in Ukraine and the efficient implementation of reforms in the Ukrainian society and the state, as to facilitate the adaptation of Ukraine for joining NATO and the EU. According to the latest information, the Prime Minister of Ukraine Mr. Vladimir Groisman is expecting a $12 billion of international financial assistance in 2016. He stated this in an interview with Bloomberg (http://www.bloomberg.com/news/articles/2016-07-02/ukrainian-pm-sees-12-billion-aid-boost-as-pension-revamp-looms ).
However, we have the obvious question, why international community should continue to provide technical support to the new leadership of the country, if according to the information of public organizations from Ukraine and Odessa, the leading managers from among the first deputies of the President of Ukraine Administration still supports the shadow corrupted investment schemes of the businessman Adnan Kivan in Ukraine, particularly in Odessa? With any official, and even more corrupted activities of Adnan Kivan whose reputation is in doubt about its sources of financing in Ukraine and in the Arab business world, make us to put serious questions from the side of US human rights and humanitarian organizations to the leaders and the leadership of the new Ukraine in terms of their purity thoughts and intentions in implementing programs of reform and cleansing of power and society against all kinds of corruption and sabotage. Especially in the context of the reform, any kind of misplaced suspicions of corruption in closer ties with the businessmen Adnan Kivan, who can’t explain the sources of his funding, can damage and ruin all President of Ukraine Administration Office goodwill in international Public relations. For the international human rights organizations is not a secret, that Mr. Adnan Kivan was involved in the scandal with the ship ”Faina” and in other scandals activity around ”Ukrinmash” (https://wikileaks.org/gifiles/).
Of concern is the fact that Mr. Adnan Kivan is compromising the status of the city of Odessa, as a city of tolerance and his direct appeals from the city logo is displaying, that Odessa is a source of international financing destabilization activities in the Middle East. We demand the immediate reaction of the international community, the Ukrainian authorities and to take appropriate measures to verify the identified facts for the benefit of Ukraine and its people.
