– Mr. Adamow, please tell me, what is the life of those who do not have citizenship?
– In the absence of citizenship, a person has no right to vote in their country of residence. But that’s half woes, I can not obtain travel documents, then I have no right to leave the area where they live. I have no right to work, for example in Austria, Switzerland and Holland. – How do you, how in the world is stateless?
– Study of the situation, that is, the situation of statelessness by the Committee on Refugees and Stateless Persons to the UN in 2003, clearly showed that the problem is inherent in the world. But the exact number of stateless persons in the world is unknown. Many states of the state are often unwilling or unable to provide accurate data. Many refuse to recognize the person stateless. – The 1954 Convention “a stateless person” has a clear and precise legal designation stateless “person who is not considered as a national by any State under the operation of its law” (the term stateless de jure). The recent experience of Europe with regard to the succession of States led to the recognition of the fact that a very large number of people at risk of becoming stateless, because they can lose their citizenship before both become new. It’s worth remembering the collapse of the USSR and Yugoslavia.
– Do you have confirmation of the absence of Russian citizenship?
– There is a common practice – documents from the responsible authorities of the State to prove that the corresponding person is a national of that State, is usually considered the most reliable form of verification of statelessness. Such evidence is not always available. In my case, the situation is reversed. I have no official confirmation of the nationality of the Federal Migration Service. Judge requires confirmation from the consulate. Before that, they demanded confirmation from Russia. That is, always find reasons for not granting me the documents.
– In your opinion, why the German authorities refuse to issue you the documents? Why was this unclear situation with Regional Court of Cologne? Then the supreme Land Court of Cologne? There must be a reason?
– The reasons are. I first applied for the recognition of stateless me back in 2005. The Immigration Service was pressing on me trying to get out of Germany. I had to defend himself. I went to court, writing in newspapers and magazines, on hunger strike. The pressure eased, but immigration and other authorities have not forgotten nor forgiven. And how many foreigners I have helped to return home voluntarily. Voluntarily, that is, not allowing the immigration authorities to deport these people
– You and 2005 are in fact a human rights activist?
– Since I can remember, has always helped people in need protecting. So I am a human rights activist since childhood.
– And what nationality your kids?
– The two older children – children from my first marriage, common-law wife. They – German citizens by their father. The youngest, he is already 4 years old, was born here in Germany. To him we can not make any nationality, as my legal status is uncertain and, therefore, Consulate General of Russia refuses to acquire citizenship.
